PSC | Port State Control (PSC) PSCis the inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international conventions, and that the ship is operated in compliance with applicable maritime laws. PSC came into being due to the failure or negligence of shipowners, classification society and Flag State Administrations for various reasons. Consequently, sub-standard ships find it very easy to sail in unsafe condition, threatening the lives of those on board ships, and the marine environment.

In recent years, the importance of Port State Control has been widely recognized and there has been important movement in various regions toward establishing a harmonized approach to the effective implementation of the control provisions.

Currently the following PSC regimes are established around the world.
  • Paris MOU (Europe and North Atlantic region)
  • Acuerdo de Vina del Mar (Latin American region)
  • Tokyo MOU (Asia-Pacific region)
  • Caribbean MOU (Caribbean region)
  • Mediterranean MOU (Mediterranean region)
  • Indean Ocean MOU (Indian Ocean region)
  • Abuja MOU (West and Central African region)
  • Black Sea MOU (Black Sea region)
  • Ryadh MOU (Oman)
  • United States Coast Guard

In accordance with provisions in the applicable International Conventions, Port State Control inspections are carried out on specific schedukes by qualified Port State Control Officers (PSCOs) working on behalf of their respective member Government.

The MOU Document
The Abuja MoU document is the official documentation in which the 19 participating Maritime Authorities agreed to implement a harmonized system of Port State Control

The MOU consist of the main body in which the Authorities agree on:

  • their commitments and the relevant international conventions
  • the inspection procedures and the investigation of operational procedures
  • the exchange of information
  • the stucture of the organization and amendment procedure
