Countries that have deposited Letters of Acceptance of the MoU and therefore full members:

Formal acceptance of the Memorandum confers on the country the right to inspect foreign ships visiting her ports. However, it is compulsory that such a country should have all the relevant International Conventions ratified and domesticated into its municipal laws before exercising Port State Control measures.
