PORT STATE CONTROL UNDER ABUJA MOU IN THE YEAR 2006

In the year 2006, out of the inspections carried out in the sub region, 1411 Cases were reported to the Secretariat, as done on ships registered in 65 countries.  Figure 1 and table 1 show the number of inspections carried out by some Abuja MoU member States.  During these inspections, 244 ships were reportedly found with deficiencies.  Information on inspections according to flags is shown in table 2.Figures summarizing inspections according to ship types are set out in Table 3Details of ships inspected and their classification societies are shown in Table 4.

Detentions:

Ships are detained when the condition of the ship or its crew does not correspond substantially with applicable international conventions.  This is done to ensure that the ship does not sail until it can proceed to sea without presenting any danger to the ship or persons on board, or without presenting any an unreasonable threat or harm to the marine environment. In 2006, ships were detained because of serious deficiencies found on board.  This amounts to 0.71% of the ships inspected.  It is to be highlighted that not all inspections carried out in the region were reported to the Secretariat.

Deficiencies:

All conditions on board found not in compliance with the requirement of the relevant instruments by PSCOs were recorded as deficiencies.  A total of 498 deficiencies were recorded in 2006.  The deficiencies found are categorized and shown in Table 5.
