Our efforts as maritime countries in ensuring safer ships and cleaner oceans will be incomplete without proper cooperation in the area of information exchange and indeed harmonization of our Port State Control activities as obtainable in other MoUs of the world. This will go a long way in making sure that ships visiting our region comply with all relevant international conventions together with our domestic regulations on Safety and Security of life and property at sea, protection of the marine environment and also improved living and working conditions on board ships. The Information Centre is critical to these laudable objectives of eliminating the operation of substandard vessels within the West and Central Africa sub-region; cooperation and harmonization of Port State Control activities; protection of maritime safety and security within the sub-region and facilitation of rapid information exchange amongst member States and other relevant organizations in the world. Realizing the importance of information exchange, the Abuja MoU Committee approved the development of the Abuja MoU Information System (AMIS) together with subsequent training of National Database Managers and Port State Control Officers on the utilization of the system. AMIS is a web-based information system designed for reporting and storage of Port State Control inspection reports and facilitation of information exchange within the Abuja MoU region and with other Port State Control regions of the world. The system has its central site in Vladivostok, Russia under the Asia Pacific Maritime Information and Advisory Service (APMIAS) of the Russian Federation. The system works in a similar maner to the Asia-Pacific Computerized Information System of Tokyo MoU (APCIS) and the Black Sea Information System (BSIS) of the Black Sea MoU. Through AMIS, Abuja MoU member authorities can access the data bases of one another. The system promotes closer cooperation and provides more stringent and effective means of monitoring sub-standard vessels.
The 1st workshop was held in Abuja, Nigeria, from 24th – 28th April, 2006 and a second one in Pointe Noire, Congo, from May 29th –June 1st 2007.
